A Recovery for Some: New Orleans, Two Years Later

New Orleans is indeed being reconstructed—in parts. But if you’re working class or poor, if you were a renter rather than a homeowner, if you are black instead of white, chances are your New Orleans isn’t being reconstructed at all.
