Bush Denies the Separation of Stem Cells, Church, and State

GW Bush vetoed a federal funding bill for stem cell research that even a fair number right-wing politicians who want to live longer healthier lives, at least so that they can continue to grow rich and gain power by bamboozling the people, support.

He also said a few good words for "regenerative medicine,"which his policy advisors are trying to sell as a scientific substitute to stem cell research even though scientists who are not opposed to research in that field make the point that it is not a substitute for stem cell research.

Bush's statement even for this largely undeveloped field isn't backed up by funding. Rather he seems to be using an old Ronald Reagan technique, putting all federal funding for embryonic stem cell related research into a "human pluripotent stem cell registry." (I have no idea what that means, but the policy behind it seems to be a Reaganite bloc grant where the administration can fund the research projects which comply with its theological world-view and either bury mainstream scientifice work or compel scientists to tailor their research to its ideological strictures.)

A generation ago Ronald Reagan literally sold off scientific work that the Carter administration had funded in the development of solar power to Germany and other countries because it regarded solar power as "radical" and of course of little value to its oil company supporters.

Today the U.S. has fallen significantly behind Germany in the development and application of solar power for home heating. This can certainly happen in what is a vital field of medical research, if it has not already happened.

The U.S. has with all of its contradictions an enormous research and development infrastructure, albeit one in which university based scientific research in all fields is funded heavily by taxpayer supported public grants (and those scientists who get the grants advance and those who don't get enough often lose their positions)This system is bad enough as it is in regard to wasting resources and distorting priorities for the benefit of corporate research projects without bringing in theological restrictions on what everyone outside of the Bush administration sees as really significant medical research.

To add nonsense to real injury, the the White House "scientific advisors" are boosting research which they hope will be with "clinically dead" embryonic stem cells. Incredibly, they have even
issued statements that it would be the task of "health institutes: to define "clinically dead" stem cells and thus preserve the "sanctity of life."

John Gearhart, a stem cell researcher at Johns Hopkins University caught both the contradiction and the hypocrisy of the administration's "alternative" with the comment, quoted in the New York Times, "who is the god that says the embryo is dead."? I doubt they will get the point though. If they do, they would probably eliminate his funding, an improvement I guess to forcing him to recant on pain of death, putting him in the stocks for blasphemy, or in an even earlier time, burning him at the stake,

The Democrats may not have the votes to over-ride Bush's veto but they at the very least should try, if only to expose the administration and its Republican backers in Congress for the fanatics and/or frauds and hypocrites they are. Falling behind in this area of research literally means falling behind in the major endeavor to both increase life expectancy and improve the quality of life.

The people ended twelve years of right-wing Republican control of Congress last year because they were sick of this administration's disastrous policies and arrogant persona. The Democrats have got to go on the attack now to show the people who elected them that they represent "alternative policies" that use both science and social policy to create a more just society and improve the lives of the people, not rob them in the name of both the "unborn" and the "born
again."

Don't Let Troy Anthony Davis Die!

From the National Coalition to Abolish the Death Penalty:

Troy Anthony Davis is sitting on death row. His life is in the balance for a crime many believe he didn’t commit. Davis’ case is a classic example of “CSI Syndrome;” no physical evidence links him to the murder: no hair, no fibers, no blood, not even a murder weapon was found. The appellate courts, yet another mechanism designed to prevent wrongful convictions, are of no help, thanks to a federal law passed in 1996 that prevents federal courts from reviewing new claims of innocence.

NCADP along with Amnesty International is organizing a letter-writing campaign to Georgia to stop the execution of Troy Anthony Davis. Find out more and get involved by clicking here.

Call-In Days to Close the School of the Americas/WHINSEC

To all readers,
The "School of the Americas" trains state terrorists to sustain U.S. backed dictatorships in Latin America. At a time in history when Latin America is the most important global center for socialist renewal, we must demand that this blood stained "institution" be closed. Please call or fax your representatives

Please forward widely!

Congress Votes This Week to Cut Funjoding for the School of the Americas/WHINSEC

United for Peace and Justice has been asked by member group SOA Watch to pass along this important and timely information. Please take a moment to read this memo and then place a call to your representative in Congress.

This week the House of Representatives will vote on an amendment to close the School of the Americas, now called the Western Hemisphere Institute for Security Cooperation (SOA/WHINSEC). Rep. Jim McGovern of Massachusetts will introduce an amendment to the Foreign Operations appropriations bill to cut funding for the school!

Call-in Days to Close the SOA/WHINSEC

Today, Tuesday, June 19, and tomorrow, Wednesday, June 20:

Call Congress at 202-224-3121.

****************************************************************************

Please take the time to call the Washington, DC, office of your representative through the Capitol Hill Switchboard at 202-224-3121. Ask to speak with the foreign affairs legislative assistant. Here is a suggested message for you to convey:

"I am calling Representative ________ to urge her/him to vote YES on the McGovern amendment to the Foreign Operations Appropriations bill. This amendment is a cut in funding for the School of the Americas/ WHINSEC. New information indicates that WHINSEC has allowed known human rights abusers to instruct and receive training at the school. The governments of Costa Rica, Argentina and Uruguay have made public announcements they will no longer send students to the school, citing the negative image and history of this institution. Voting YES on this amendment sends a positive human rights message to Latin America and will help to improve the U.S. image abroad. As an elected official in Washington, DC, I hope you will represent me and vote YES on any amendment in the House that would cut funding for the school."

We expect a close vote in the House this week, and we need as many people as possible flooding the offices of members of Congress with calls in support of a YES vote on the amendment! We need you to call, email and fax Congress every day until the vote happens. Tell your family and friends to do the same!

It's been a year since our last vote in Congress, and the work of thousands of people like you across the Americas who care about justice has gotten us to where we are today. Let's seize this opportunity to make history in the defense for human rights!

BACKGROUND INFORMATION -- The School of the Americas is a military training facility for Latin American security personnel located at Fort Benning, Georgia, that made headlines in 1996 when the Pentagon released training manuals used at the school that advocated torture, extortion and execution. Despite this shocking admission and hundreds of documented human rights abuses connected to soldiers trained at the school, no independent investigation into the training facility has ever taken place. Barack Obama at Take Back America

I am watching Barack Obama's speech at Take Back America online live.

So here are some notes on the speech:

Obama is introduced by civil rights activist Roger Wilkins who describes the junior Senator from Illinois as a man who possesses FDR's intellect, courage, and leadership.

Wilkins asks, "The question for 2008 is who's got the stuff to lead us out of today's quagmires? Obama's got the stuff!"

[loud applause]

Wilkins points out that Obama will lead us out of the war in Iraq, has fought for ethics reform, and will win us universal health care.

[rowdy enthusiastic crowd]

Obama:

People are coming out to be active in campaigns because they are longing for something new. "People are hungry to turn the page and write a new chapter in American history."

Obama is inspired by the civil rights movement and the courage of the young people who took a stand in the 1960s.

Tells about his community organizer work in the 1980s in the South Side of Chicago. (See Dreams From My Father for this moving story.)

Obama is basically running down his credentials as an activist, a civil rights lawyer, and his experience in politics in Illinois and Washington.

These activist credentials strongly identify him with the activists who are present at this conference in ways that don't really work for life-long politicians like Hillary Clinton or John Edwards or Bill Richardson, as qualified as they may be.

Obama takes on the lobbyists: "Our government is not for sale, and we're taking it back, right here and right now!"

Obama says that some people say he hasn't been in Washington long enough to know the ways of Washington. "But I know that the ways of Washington have to change."

On health care and globalization: Washington has been telling the people who lack health care or who are seeing their jobs move overseas say that we can't do anything about it.

But, Obama says, we are our "brothers' keeper." We rise and fall as one community. When people suffer in poverty, lack health care, or unemployment – that diminishes us all. When we see veterans forging through trash because they have no jobs or resources, it diminishes all of our patriotism. Don't say you support our troops when veterans come home and face unemployment.

It is time for the politics of fear and division to end. Obama accepts the title of "hope monger."

Obama's legislative record: passage of health care reform to provide coverage for 150,000 children, ethics reform, education.

"It's not enough to change parties. It's time to turn the page on how we've been doing business as well. It's time to let the health care and drug companies know that while they have a seat at the table they don't get to buy every chair."

Health care plan: subsidies for purchasing coverage and pledges to sign a universal health care plan by the end of his first term.

Education: recruiting new teachers with competitive salaries, work with teachers to help students accomplish high standards, fund education, invest in early childhood education

Energy: fuel standards have to go up, place a cap on carbon emission (cap and trade), low-carbon fuel standards to take inefficient cars off the road

Jobs: Make the minimum wage a living wage, tied to the cost of living. Job creation and training programs. Pass the Employee Free Choice Act. "If the majority of workers in a workplace want a union, they should get a union. That's not complicated."

Iraq war: The war should never have been waged. We knew all along that these consequences were going to happen. "It is time to start bringing our troops home. Not a year from now, or a month from now, but now." Voted against giving a blank check for Bush to keep the troops in Iraq. "We are 16 votes in the Senate and a comparable number in the House away from ending this war."

America has a leadership role to work with, not against other countries to fight climate change, end proliferation of WMD, global poverty, AIDS and so on. And while we're at it let's close Guantanamo and restore habeas corpus. "That's not who we are." We are a country that has fought and struggled for democracy. "We are a beacon of hope." Not torture, war, bullying and secret prisons.

Obama actually believes that we have the capacity for good and great things inside us, and that the people are responsible for change rather than the "commander guy." It is easy to see why this crowd is so crazy for him.

EVERYTHING YOU EVER WANTED TO KNOW ABOUT MAO (5)

MAO: A LIFE by Philip Short, New York, Henry Holt and Company, 2000. 782pp. [Part 5]
Reviewed by Thomas Riggins

This is an important work and the editor's blog is a good place to discuss it as a preliminary to a review article for PA. Over the next few weeks I will be making entries one chapter at a time (there are sixteen). Comments are invited, especially from anyone who has read the book and wants to critique my take on a chapter, but anyone is welcome to comment.

Chapter Six "Events Leading to the Horse Day Incident and its Bloody Aftermath"

On April 12, 1927 GMD [Guomindang] forces allied with the Shanghai underworld unleashed a major attack on the CPC [Communist Party of China] and affiliated organizations in Shanghai. About 400 people were killed and more hundreds wounded and imprisoned. The next day, after a general strike failed and protesters were shot down in the street (including many women and children from the textile factories), Chiang Kai-shek was in complete control of the city.

The CPC was taken by surprise by this attack, although evidence that Chiang was planning it was not that hidden had anyone been looking for it. Why hadn't the CPC leadership seen it coming? Short's answer is, "that, in 1927, the CPC was so wedded to the alliance with the bourgeoisie that it could not conceive of a revolution without it."

On April 12 Mao and Wang Jingwei were in Hankou on GMD business. Wang, an old ally of Sun Yat-sen, was the top civilian leader of the GMD and a rival of Chiang, he was also a friend of Mao. Mao was working with the GMD Land Committee and getting ready for the Fifth Congress of the CPC (Short barely mentions the Fourth Congress which took place in early 1926). Short also says a new Comintern rep was also on the scene [M.N.Roy], one "more sympathetic to the agrarian revolution" than previous reps, especially Borodin. The CPC leader, Chen Duxiu was soon to arrive in Hankou as well.

On the afternoon of the 12th the news from Shanghai arrived causing an existential crisis. The party's Central Bureau was in session for the next six days trying to figure out what to do. Borodin and Roy "gave radically differing advice."

According to Short, Borodin and Chen Duxiu wanted to put the struggle against Chiang on hold, make a "strategic retreat" and start up the Northern Expedition again (the military attacks on the non-GMD warlords) by joining with GMD forces that were getting a lot of Soviet aid. After getting rid of the warlords and with a beefed up allied GMD military command Chiang could then be reckoned with.

Roy rejected his fellow Comintern rep's plan. Short quotes him as saying it was "a betrayal of the peasantry, of the proletariat... and the masses." The Revolution "will either win as an agrarian revolution or it will not win at all." Borodin's plan was equivalent to "collaborating with the very forces of reaction that are betraying the revolution at every step."

How could two reps of the Communist International take such contrary positions? Short says it was because Stalin's program for China had been contradictory. Borodin represented the view that the communists had to be allied with the "progressive" bourgeoisie [always an elusive beast] and Roy, newly arrived, supported the new emphasis on the agrarian revolution.

Zhou Enlai and others had different plans. Some felt they should attack Chiang with help from sympathetic "left" GMD forces. The meetings were going nowhere. The Bureau finally sided with Roy, but Borodin then went to the GMD leader Wang Jingwei and Wang proclaimed that the Northern Expedition would start up again.

Meanwhile Mao, who supported Roy, wasn't even at these meetings. Chen Duxiu had broken relations over the Hunan peasants reports and Mao was no longer on the CC. He tried to pass a resolution when the Fifth Congress met, in favor of his agrarian revolution theories, but it was defeated. He was also replaced as Secretary of the CC Peasant Committee but allowed to stay as a member.

Meanwhile the right-wing GMD forces were gaining in strength and consolidating their power. This provoked countermeasures and fighting and riots were breaking out all over the place between the right and left.

Short says that on May 21, 1927 ("The Day of the Horse" on the traditional calendar) the military commander in Changsha took action. Reaction had come to Hunan. By the end of May and the beginning of June over 10,000 people had been killed. The violence spread to neighboring provinces. The White terror was rampant throughout China. Over 300,000 died by the time the violence ended. Peasants were beheaded, disemboweled, had their eyes and tongues ripped out, women were wired together through pierced breasts and hacked to bits. This was all done by the landlords and gentry to the peasants in the villages. This may explain the excesses later on when the peasants finally got the landlords in their power.

The "Horse Day Incident" and its aftermath was, Short remarks, "a turning point" for the CPC. A lesson was learned and never forgotten. It boiled down to violence must be met with violence.

Now two major new events happened. Stalin sent orders to the CPC telling it to step up the agrarian revolution, to raise an independent army, and to restructure the GMD Central Executive Committee. In the new situation in China none of these proposals could be carried out. As Short says, Stalin's orders "might as well have come from another planet."

Both Borodin and Roy, as well as a third Comintern agent (Voitinsky, ostensibly a news reporter) all concluded that Stalin's ideas would be impossible to carry out.

Roy then made a big mistake. He showed Stalin's missive to the left wing GMD leader Wang Jungwei, perhaps hoping it would make him more radical in order to secure Soviet aid and more CPC support. It had the opposite effect. It drove him back into the arms of Chiang Kai-shek.

Yet, Stalin's telegram to the CPC had one lasting effect. The leadership realized that an independent military force was necessary. GMD generals couldn't be trusted. Stalin had "sowed the seed from which, in the months that followed, the Chinese Red Army would grow." That army is arguably still today the largest military force in the world that is independent of the control of international monopoly capitalism.

By July 1927 the CPC leadership was at its wit's end. It felt the GMD-CPC "united front" was about to end, yet it could not think of what to do about it. It passed resolutions affirming the leading role of the GMD and offering to serve under GMD supervision. Short calls this a "craven resolution." Two lines emerged: one, the communists would join the GMD army to show they were not a threat to the unity policy [this was just asking for it] and two, go hide up in the mountains and build an independent military force.

Meanwhile, Stalin was upset that Chen Duxiu had rejected his orders as "impractical" and Chen was forced out of the leadership. By the end of the summer, however, the CPC-GMD united front was at an end, the Russian advisors to the GMD had been sent packing, Mao and the other leaders were underground, the Comintern agents were gone. By the end of 1927 the left-GMD was also kaput and Wang Jingwei was an exile in Europe. Things were looking pretty good for Chiang Kai-shek and the rightists. By year's end Mao turned 34 years old.

The Second Round of The French Elections and The Defense of the Welfare State

The votes are in in the second round of the French elections and, while the right coalition won its majority, the right-wing party of president Sarkozy lost forty-five seats and the Socialists, even with their defeat in the recent presidential election and internal divisons gained, thirty-six seats, although the Communist Party dropped from twenty-one seats to fifteen. The fascistic National Front won no seats.

Usually, the winner in a presidential election, particularly if it is a solid victory, gets a big boost in legislative elections (which polls showed Sarkozy getting) so this is an important victory. French voters, who elected Sarkozy largely on a "law and order" and anti-immigration platform rather than his anti-labor, anti-welfare state proposals(which the press here has emphasized) have sent him a message that they don't want their work week extended and their effective national health care system undermined. While the president of France has great powers under the Fifth Republic (greater formal powers than the U.S. president) Sarkozy hopefully will get the message.

The Socialists should also get the message and use their strengthened position in the legislature to actively defend workers rights against the Sarkozy government. The Communist Party's loss of seats was especially unfortunate, not only for the party, but much more for the French working class. A strong vote for the Communist Party, capitalists everywhere understand, is the most powerful message workers can send in an election any capitalist country to the ruling class that they will not accept concessions and givebacks on the gains that they have made.
